Youthful Offender Parole Hearings

Recent changes in the law allow certain clients who were 25 years or younger at the time of their offense to have a parole hearing 15 to 25 years after their initial sentence. The Parole Board must consider factors specific to youthful offenders, including the client’s personal history and growth and maturity since the offense. To have a baseline to measure growth, clients need a social history report that documents their condition at the time of the offense. Clients who are eligible for a Youthful Offender Parole Hearing can petition the court for a hearing to document these factors. This is called a “Franklin hearing.”
